You said you saw a vet about this problem? Scaly skin + loss of hair can also be mange. Just a thought...my dog had it when we first adopted him. Bad stuff.
Assuming that this is another allergy/cause, the best thing for a healthy coat is fish oil (omega three fatty acids).
First of all, the dog needs to be on a hypoallergenic diet. These diets have only a few protein sources, so if your dog has never eaten a lamb and rice diet for example, try switching him to one. The shampoo will help, but mostly you just have to wait for the allergy to clear up and for the hair to grow back.
I'm not an expert on this but to keep my dogs' coat in good condition, I give them sardines every now and then - the oil is good for their skin and coat. You can also buy fish oil tablets, poke a hole in them and add one or two to his food. My cocker is not losing hair, but then he does get the fish oil tablets every day. Worth asking your vet?
Is he scratching a lot? If so, you might try giving him some CHILDREN'S BENEDRYL now and then. Here's the dosage:
